Are commuting students considered when designing the undergraduate ‘university experience’?

My lecture on Thursday is at 2pm. I leave at 12:30, commute an hour, walk fifteen minutes from the station, and if the train is delayed, which it often is, I walk in late and spend the first ten minutes just catching my breath.
